Dev-update: Decision Layer — every engine change is justified and verified

Launched an internal Decision Layer: every engineering change to the engine is recorded with a justification of "how it's better than what already exists," run through a multi-LLM review (DeepSeek + GPT-5.5 + Claude → arbiter), and approved by a human. This creates an auditable development trail — important for partners and compliance.
